Help i can't turn

I just bought a 27 Brogie Roadster and it seems way to hard to turn. It does have torision bar frt susp. and a bbc but it take to people to turn steering 1 person cant turn into pits. It also only turns to left half way due to hitting steering arm. I sure Brogie didn't build this this way so just asking for any ideas. I have never had a PSE steering box before and it seem like the pitman arm is to short(3") in length. Any help
